Anaheim CA - ROV Build Anyone else in the area?

I'm Ryan, I'm a USAF Air Force pilot and ROV enthusiast. I'm starting to build my first ROV. Planning on several phases of the build and looking for anyone in the local area interested in in ROV's as well.
My ideas is to try to keep my design simple clean and functional, I have a lot of the stuff already so my budget is to keep my additional cost below $1000.
Chasis: PVC
Hull: TBD or possibly an Ikelite 5710 or 5810
Power: Lipo Batteries on board 2 5000mah or 3 4000mah
Thrusters: 3-4 total 2 Rule 500 for for/aft and steering, 1 Rule 360 for Vertical, and the option for 1 Rule 360 for lateral
Tether: 2 mini coax 1 for video, and one for shielded antenna extension / I may purchase real tether depending on the cost
Lighting: LED TBD
Control: 2.4ghz RC control / i do have an Arduino Uno but that's for phase two of my design
Camera: DX201 - 540 horizontal res with wide dynamic range sensor / and a external goPro HD
Navigation: Eagle Tree OSD displaying battery power, consumption, and temp / and tilt compensated compass
