CAT5 Tether

I was planning on using CAT5 for my tether. In doing research, it seems the stranded conductor is preferred for flexibility. What I can't seem to figure out is if I need a burial grade cable or not. There is also the issue of Gel-Filled to prevent moisture infiltration. I don't know if this is necessary, but I wondered if it might be more neutrally buoyant. Anybody have any recommendations?

I normally use the stranded, it's less likely to break when it bends too over the solid core stuff.

I have heard the burial stuff does have a gel in that is suppose to make it more waterproof but I haven't actually tried it or even seen any... maybe some one else here can weight in on it.
