Bilge blowers seem like a good idea, why aren't more people using them, do they draw too much power? Does anyone know how reliable they are?

The main reason for this is because they do not put out much thrust. However, what a lot of people are doing is cutting off the impeller housing, removing the impeller, and putting a propellor on instead. This doubles the thrust in most cases.

Roventhusiast, I think you're refering to bilge pumps. I talking about bilge blowers, they already have a fan and can be used as is.
