Normally saltwater is an excellent conductor, so I think it can serv as ground connection for your rov.

The best is to use a 3rd wire as ground connection.

To be safe buy a pair of automatic fuses a couple of amps higher than your maximum need of amps.

Emm? perhaps i didnt understand the question?
isn't the cylinder the oil container, and the square thingy a mounting bracket of some sort?
If so, dont make any holds in the cylinder. just clamp it to the bracket with hose clamps.

quick fix: make 4holes, one in each corner of the sqare bracket. buy 2 large hose clamps and install them through the holes and around the cylinder
